The new Forestry Programme "runs the risk of being plagued by the same issues as the previous programme", according to Sinn Féin.
3% of applications to the previous afforestation programme under the last national forestry programme are now in ineligible areas.
Afforestation is in direct competition with the interests of young farmers, Macra Agri Affairs Vice Chairman Thomas Duffy said.
Some 7,140ha of forestry is to be planted in 2017 under the Afforestation Programme, according to the Minister for Agriculture, Michael Creed.
